During the last years, as the response to the internal armed conflict, public forces achieved some important military results. Nevertheless, at the same time numerous Human Rights violations and infringements of IHL occurred. During that period the impact of the conflict on the civil population has increased. Likewise, whereas Colombia presents an economic progress (it is on its way to become the OECD member), it also ranks at 88th<\/sup> position in Human Development Index of UN due to the high inequality in the country.<\/p>\n Unfortunately, I believe that very often and not only in the conversations in Europe but also here, within the young Colombians in the city like Bogota, it is forgotten (or there is a trend to forget) that apart from the greatness of the homeland and its people, salsa, vallenato and the most delicious \u00a8jugos\u00a8 (natural juices), Colombia is facing one of the most complex and prolonged humanitarian crisis of America. The other day I assisted the meeting when we talked about finding two countries within Colombia.<\/p>\n It is the country that counts with the biggest population of Internally Displaced People (IDPs) at the global level (next to Sudan). The key protagonists of the Colombian conflict are organized armed groups (both guerrilla groups like FARC, ELN and the criminal groups post-demobilization and other new actors \u2013 but it deserves the attention of the separate post) and the official Colombian military forces. In total these groups have caused and continue to cause the displacement of between 3,9 and 5,4 millions of people, according to different sources (governmental and from the humanitarian organizations like CODHES). It means that from the total population of more than 45 million of Colombians, 1 of 10 has been displaced. That constitutes the clear indicator of the far \u2013 reaching impact of the ongoing armed crisis on the Colombian society and of the challenges in terms of the civil protection. The crisis that has taken the regional dimension that expanded through the Colombian borders, causing the important flow of people seeking international protection in the neighbor countries like Ecuador, Venezuela and Panama.<\/p>\n Only along the last year 45,224 people are estimated to have suffered forced massive displacement (a 36% increase in comparison with 2011). It is important to note that this number doesn\u2019t include the individual displacements (drop to drop), due to the difficulties in reference its registration and collection of the data. What\u2019s more, it is worth mentioning that we are talking about 2012, year of worldwide welcomed beginning of the peace dialogues in Oslo and La Habana, the FARC ceasefire between 20th<\/sup> of November 2012 till 20th<\/sup> of January 2013, and more. Nevertheless, according to OCHA the activities of Criminal Groups Post Demobilization not present in the rounds in La Habana, were responsible for around 20% of the IDPs in 2012.<\/p>\n It concerns that the negotiations in La Habana are taking off the attention on the international agenda from the ongoing processes and acts of violence. For me it is extremely important that we all are aware of the fact that we can\u2019t talk about post-conflict situation in Colombia (and what seems to be the message that official instances what to \u00a8sell\u00a8 to the international community and how it puts on danger the humanitarian agenda in the country). \u00a0But I will focus more on this topic in my next posts.<\/p>\n To have an overall outlook on the problem, it is important to describe the life situation the IDPs are facing. Around 94 % find themselves below the poverty line and approx. 77 % live in extreme poverty (according to Civil Society Monitoring Commission). More than 50% affected by the massive forced displacement are the indigenous communities and Afro-descents. Coming from the rural communities in the majority they end up living in the marginal city zones and in the illegal settlements without the basic living conditions and services (such as access to potable water and more) guaranteed.<\/p>\n The most affected departments you can see on the map attached below:<\/p>\n The red zones coincide with the departments where SI Colombia is carring out its projects:\u00a0 Nari\u00f1o, Cauca, Valle del Cauca.<\/p>\n Finally, in reference to the discussed topic, I would like to share with you the work that made an impact on me.<\/p>\n \u00a0 \u00a8La Huida\u00a8 (\u00a8The escape\u00a8) is the sculpture made by the Colombian artist, Hugo Mart\u00ednez, and in my personal opinion resumes the painfull phenomenon of the exodus… artist himself explains:<\/p>\n \u00a8it represents the solitud of the mother holding her child in arms,\u00a0 marching sustained in the volumes of her uncertain footsteps. En los \u00faltimos a\u00f1os como respuesta al conflicto armado interno, la fuerza p\u00fablica obtuvo importantes resultados militares, sin embargo, durante el mismo periodo se reportaron numerosas violaciones y vulneraciones a los derechos humanos e infracciones al Derecho Internacional Humanitario. \u00a0En este periodo de tiempo los impactos del conflicto sobre la poblaci\u00f3n civil han incrementado. As\u00ed mismo, mientras Colombia presenta mejoras en los indicadores econ\u00f3micos (Colombia est\u00e1 aspirando a ser miembro de OECD), el pa\u00eds ocupa el puesto 88 en el \u00edndice de Desarrollo Humano de Naciones Unidas por efecto de la desigualdad.<\/p>\n Creo que desafortunadamente se olvida muchas veces tanto en las conversaciones en Europa, como parece ser entre j\u00f3venes Colombianos en ciudades como Bogot\u00e1, que aparte de la riqueza de la tierra y su gente, la salsa, vallenato y los jugos m\u00e1s ricos en el mundo, en Colombia persiste la m\u00e1s, compleja y prolongada crisis humanitaria de Am\u00e9rica. El otro d\u00eda en una de las reuniones se hab\u00eda hablado de que uno encuentra dos pa\u00edses en Colombia.<\/p>\n El pa\u00eds ocupa el primer lugar en n\u00famero de las personas en situaci\u00f3n del desplazamiento interno a nivel mundial. Los actores del conflicto colombiano -uno de los m\u00e1s antiguos del planeta- son grupos armados organizados (tanto los grupos de guerrilla como FARC, ELN, como los Grupos Post Desmovilizaci\u00f3n y nuevos actores \u2013 eso es el tema para el post individual) y fuerzas armadas. Todos ellos, han sido y son causantes del desplazamiento de entre 3,9 \u00a0y 5,4 millones de personas, seg\u00fan las fuentes (oficiales y de las organizaciones humanitarias de sociedad civil como CODHES). Lo que significa que, de una poblaci\u00f3n total de m\u00e1s de 45 millones de colombianos, aproximadamente 1 de cada 10 han sido desplazados, lo que es un claro indicador del conflicto armado y de los desaf\u00edos en la protecci\u00f3n de los civiles. La crisis humanitaria ha adquirido una dimensi\u00f3n regional que ha traspasado las fronteras colombianas y ha originado un importante flujo de personas con necesidad de protecci\u00f3n internacional a pa\u00edses vecinos como Ecuador, Venezuela y Panam\u00e1.<\/p>\n S\u00f3lo a lo largo del \u00faltimo a\u00f1o se estima que 45,224 personas han sufrido el desplazamiento forzado, sin a\u00f1adir a ello los desplazamientos individuales (gota a gota). El registro y obtener la informaci\u00f3n del \u00faltimo sigue siendo uno de los desaf\u00edos. Este dato supone el incremento en 36% en comparaci\u00f3n con el 2011. Ha de a\u00f1adir que hablamos de 2012, el a\u00f1o de la tan aclamada apertura de los di\u00e1logos en La Habana, el cese de fuego de FARC el 20 de Noviembre hasta el 20 de Enero y m\u00e1s. Qu\u00e9 m\u00e1s, seg\u00fan las estimaciones de OCHA, las actividades de Grupos Post Desmovilizaci\u00f3n no presentes en las mesas en La Habana han sido responsables de alrededor de 20% de los desplazados en 2012.<\/p>\n Lo que causa la preocupaci\u00f3n es que los di\u00e1logos invisibilizan en la arena internacional los procesos de violencia que est\u00e1n ocurriendo. Lo que me parece clave es que todos sepamos que no hablamos de la situaci\u00f3n del post-conflicto, pero esas cuestiones ya hablaremos en m\u00e1s detalle en las pr\u00f3ximas entradas.<\/p>\n Para dar el panorama del problema hay que a\u00f1adir la situaci\u00f3n en que se encuentran las personas en situaci\u00f3n del desplazamiento interno. El 94% vive por debajo del umbral de la pobreza y alrededor de 77% vive en la situaci\u00f3n de extrema pobreza. M\u00e1s de 50% de los afectados por el desplazamiento forzado masivo es la poblaci\u00f3n ind\u00edgena y afro-descendiente. Quienes se desplazan provienen en su mayor\u00eda de comunidades rurales y acaban viviendo en \u00e1reas marginales en las ciudades y en asentamientos ilegales sin los servicios m\u00ednimos garantizados.<\/p>\n Los departamentos m\u00e1s afectados presentamos en ese mapa:<\/p>\n Las zonas rojas coinciden con los departamentos donde su trabajo\u00a0desarrolla SI Colombia<\/a>: Nari\u00f1o, Cauca, Valle de Cauca.<\/p>\n Al final al respecto al tema, querr\u00eda compartir con vosotros una obra que me impact\u00f3 mucho.<\/p>\n![\"\"](\"http:\/\/actionaid.es\/voluntariado\/wp-content\/uploads\/2013\/01\/mapapost.png\")
